On the i2/i3 go to the SNG page which lets you edit the track. Look in the first measure (usually here but could be in the 2nd measure) you'll see a PROG command which is overriding your new setting. Just delete this line. Yes, but you need to do what I said above except do it to each track. That way you can select any program for each track and it won't default to the one that came with the MIDI file.
